GYLA Releases New Information about Finances Transferred to Funds Set Up by Tbilisi Government

In May 2012, Georgian Young Lawyers’ Association (GYLA) presented research Process of Rehabilitation Beyond Façade, most of which foused on participation of two non-profit legal entities set up by Tbilisi Government – Old City Rehabilitation and Development Fund and Tbilisi Development Fund – in the process of rehabilitation of historic parts of Tbilisi, and finances transferred to these funds for over the years.  

GYLA continued to closely monitor the developments even after publication of the research and updated public with important information, including about funds transferred to both of these funds from Tbilisi budget from 2005 to July 5, 2011, amounting to GEL 367 259 251

On March 27, GYLA obtained additional piece of information related to transfer of finances from Tbilisi budget to Tbilisi Development Fund. In particular, according to Tbilisi City Hall’s official report, total of GEL 265 988 008 was transferred to the fund from July 5, 2011 to present. 
 
Subsequently, amount of finances transferred to funds set up by Tbilisi Government from 2005 to present now amounts to GEL 633 247 259. 
 
We’d like to highlight once more that although sources of these finances was Tbilisi budget, the funds did not abide by applicable laws on state procurement over the years, which encouraged lack of transparency of spending of budget funds and left room for corruptive schemes. Further, Tbilisi City Hall has not yet provided access to reports submitted by these funds over the years.
