GYLA Submitted Legal Opinions on the Constitutional Draft

On June 13, 2013 three constitutional drafts were initiated in the Parliament of Georgia and GYLA submitted its opinion to public from the very start.  The organization was actively involved in public discussion of the drafts: GYLA’s representatives attended meetings held in different cities and submitted to public GYLA’s opinions. Today, GYLA submitted to the Parliament the detailed written opinion on Constitutional draft. GYLA evaluates positively the following issues:

removal of the Prime Minister’s right to adopt the law without considering the Parliament’s opinion, removal of restrictions for double citizens in terms of occupying the positions of the President, the Prime Minister and the Chairman of the Parliament. GYLA, however, gives unfavorable assessment to the initiatives envisaging reduction of Parliament’s and President’s authorities in budgetary process, the risk of dissolution of the Parliament in case of failure of the draft budget, reduction of the necessary votes and lightening of the procedures for adopting constitutional amendments.
